These are guidelines for foreigners to get permanent residence card
Vietnam Visa: Foreigners staying in Vietnam in one of the following cases are considered for permanent settlement: A. IS THE WIFE, HUSBAND, CHILD, PARENT of CITIZENS OF VIETNAM (Point C, Clause 1, Article 13 of the Ordinance on Entry, Exit and Residence of Foreigners in Vietnam on 28/04/2000). I. PROCEDURE FOR BRAND NEW RESIDENCE CARD: 1. 02 application for permanent residence (form N7, with 04 photo, 3x4 cm sized.) 2. 02 curriculum vitae of the applicant for permanent residence (form N10).
3. 02 the judicial record, certified by the competent Organization of
the country in which such person is a citizen or has permanent
residence. 4. The diplomatic note of the competent Organization, in
which such person is a citizen, proposing to settle that person to be
residence in Vietnam. (Attached to transfer bills of Diplomatic
Organization of Vietnam). 5. 02 Copies of passport. 6. 02 copies of the visa or valid residence card, 02 copies of Entry Exit Bills. 7.
02 copies of the certificate proofing the relation between you the
person who is Vietnam citizen. (your wife or husband or child or parent) 8.
02 petition for foreigners residing in Vietnam (Form N9) certified by
the People's Committees of communes, wards, with 02 copies of ID card,
02 copies of the sponsor's household registration book), depending on
the particular case the sponsor and the applicant have to prove having a
legitimate financial or legal resources to ensure housing for the
applicant. - The above documents (except application for permanent
residence, diplomatic notes, passport, visa) must be translated into
Vietnamese and notarized or legalized under the provisions. RESULT
PERIOD: During 6 months from the date of receipt of valid dossiers, the
Department of entry and exit review and make decisions. If need to make
additional verification, the time may be prolonged but must not exceed
03 months. Department of Entry and Exit will grant permanent residence
cards within 05 days after receiving the informed consent of the
Immigration Department, Ministry of Public Security. II. PROCEDURE OF CHANGE: Periodically,
every 03 years ones who have been granted permanent residence cards
must present themselves at the Department of Entry and Exit of the
province directly under the Central Government to represent permanent
residence card and submitted new photos to update the card. If not
present themselves as prescribed, permanent residence card may be
revoked. Case in need for change in the content of residence card,
permanent residences must apply at the Immigration Office Administrative
of their place. The procedure is as follows: 1. 01 form request for change permanent residence card (Form N8, with 02 photos 3x4 sized) certified by the local police. 2. 01 photocopy of passport (the original for comparison) 3. 01 original residence card. PERIOD OF RESULTS: 05 working days from receipt of complete documents (NO fee). Note:
Case of change due to card loss, the procedure is the same but with an
explanation of the loss. Result time is 14 working days.0
B. FOREIGNERS have been residing IN VIETNAM BEFORE 1975 WITH OR WITHOUT NATIONALITY BUT GIVEN BIRTH TO CHILDREN. I. REQUEST FOR NEW PROCEDURES: 1. 02 application for permanent residence (Form N7) 3x4 photos, certified and overlapping stamped by People's Public Security 2. 02 curriculum vitae (form N10) certified by the People's Public Security 3.
Guarantee certificate (Form N9) certified by the People's Committees of
communes, wards (with Vietnamese husband or wife having permanent
residence, 02 copies of ID card, the sponsor's household registration
book.) 4. 02 copies of marriage registration. 5. 02 copies of citizenship status certificate. 6. 02 copies of birth certificates (for children born in Vietnam) 7. 03 Image size 3x4 cm RESULT
PERIOD: it takes 06 months after receiving complete and valid dossier,
the case needs to supplement the examination may take time but not
exceeding 03 months.
II. PROCEDURE FOR CHANGE: 1. 01
application for permanent residence card renewal (Form N8) with photo
size 3x4 cm, certified by police or People's Committee, commune 2. 02 Image size 3x4 cm 3. Original permanent residence card. RESULTS PERIOD: 05 working days from receipt of complete documents (NO fee). Note:
Case of granting due to loss procedures the same as change but submit
the application with reason of the loss. Result time is 14 working days.
C. Cambodian immigrated to Vietnam from 1975 to 1979 and given birth to children in Vietnam: I. PROCEDURE FOR BRAND NEW: 1.
02 application for permanent residence (Form N7) with photo, 3x4cm
sized, certified and stamped photos by People's Public Security 2. 02 curriculum vitae (form N10) certified by the People's Public Security. 3.
Guarantee certificate (Form N9) certified by the People's Committees of
communes (case of having husband or wife is Vietnamese or with
permanent residence card, with 02 copies of ID card, the sponsor's
household registration book.) 4. 02 copies of marriage registration or statement of living together. 5. 02 copies of birth certificate (for child born in Vietnam) 6. 03 Image size 3x4 cm PERIOD
RESULTS: Time to pay the result is 06 months after receiving complete
and valid dossier, the case of needs to supplement the examination may
take time but not exceeding 03 months. II. PROCEDURE FOR CHANGE: 1. 01 application for residence card (Form N8), with photo size 3x4 cm, certified by police of People's Committee Commune 2. 02 Image size 3x4 cm 3. Original old residence card. PERIOD RESULTS: 05 working days from receipt of complete documents (NO fee). Note:
Case of the granting due to loss, the procedure is the same as change
and submit the application with an explain of the reason loss. Result
time is 14 working days.
